On the expiration of their year of office all parties were so well satisfied with the manner in which the Decemvirs had discharged their duties that it was resolved to continue the same form of government for another year, more especially as some of them said that their work was not finished. A new Council of Ten was accordingly elected, of whom Appius Claudius alone belonged to the former body. He had so carefully concealed his pride and ambition during the previous year that he had been the most popular member of the council, and the Patricians, to prevent his appointment for another year, had ordered him to preside at the Comitia for the elections, thinking that he would not receive votes for himself. But Appius set such scruples at defiance, and not only returned himself as elected, but took care that his nine colleagues should be subservient to his views. He now threw off the mask he had hitherto worn, and acted as the tyrant of Rome. Each Decemvir was attended by twelve lictors, who earned the fasces with the axes in them, so that 120 lictors were seen in the city instead of 12. The Senate was rarely summoned. No one was now safe, and many of the leading men quitted Rome. Two new Tables were added to the Code, making twelve in all; but these new laws were of the most oppressive kind, and confirmed the Patricians in their most odious privileges.

The late king, your father, has already passed away; there remains no more of him but a little dust and ashes, hidden from our eyes. One of your brothers has already been taken from us even in his infancy; God withdrew him at his own good pleasure. He has retained you in the world in order to load you with his benefits; but, as he has given you the utmost felicity, it behooves you to render him the utmost gratitude. It is but just that your duties are augmented in proportion as the benefits and favors you receive are signal. Take heed of abusing them. Think well that the grandeur, goodness, and justice of God are infinite, and employ all the strength of your mind in adoring his supreme puissance, in loving his inviolable goodness; and fear his rigorous equity, which will make all responsible who are unworthy of his benefits.

The two women and their sons lived together. To amuse the children the mothers made them a wheel, but cautioned them never to roll it toward the north. Whenever he heard the sound of water, Kobadjischini, to seek its source, would leap straight into any torrent, and his mother hoped that the toy would deter him from falling into such danger. One day the two boys became curious to know what was in the north, so they rolled the wheel in that direction. It went straight on for a long time, then came to a ladder leading up the steep side of a rock, up which it rolled. The boys stopped in astonishment. The wheel rolled on down into a cave, where lived Yiye, a monster Owl, who ate human flesh. A young girl, Yiye's slave, was sent up to see who was outside. "Two young, fine-looking boys," she reported. Yiye sent her to tell them to come into the cave, but this they refused to do, even when he urged them himself, saying, "No! Give us our wheel!" But at last the boys yielded to Yiye's persuasions and proceeded up the ladder and down into the cave. Owl built a fire under a huge pot of water, seized the boys, and put them into it. He boiled them a long time, then lifted them out with a stick. They stood up and said, "Why do you not give us our wheel and let us go home?" Then Yiye became angry and thrust them into a great heap of hot ashes and built a fresh fire over them. After a long time he took them out, but they were still unharmed, and only asked, "Why do you not give us our wheel?" At this Owl became very angry and, seizing them, cut them into small pieces, put them into the pot, and boiled them again; but when he took them out they were alive and whole. Owl said not a word, but gave them their wheel and motioned them to go. All this time the mothers of the two boys knew from the Sun where they were, and by a burning stick could tell when their children were in danger; for if they were safe the flame burned high, but if in danger it burned low.
