If the European war, in its future consequences, should bring about certain modifications in the actual frontiers of one or the other of the Balkan States, the interest of Rumania requires that the Balkan equilibrium be established in accordance with the changes made to correspond with the purpose of maintaining the real equilibrium in its new form, no matter what the frontier lines will be in their final re-establishment. In connection with the attitude of Rumania in the presence of the European war no new decision has been taken. All the political parties are subjecting their attitude to the action of the Government. Mr. von Busch, the new Minister of Germany, has arrived and was received yesterday in confidence by King Charles.

Throughout the land the newspapers are discussing the pros and cons of monogamy and polygamy. In January of 1898 the _Jiji Shimpo_, one of the leading daily papers of Tokyo, had a series of articles on the subject from the pen of one of the most illustrious educators of New Japan, Mr. Fukuzawa. His school, the "Keio Gijiku," has educated more thousands of young men than any other, notwithstanding the fact that it is a private institution. Though not a Christian himself, nor making any professions of advocating Christianity, yet Mr. Fukuzawa has come out strongly in favor of monogamy. His description of the existing social and family life is striking, not to say sickening. If I mistake not, it is he who tells of a certain noble lady who shed tears at the news of the promotion of her husband in official rank; and when questioned on the matter she confessed that, with added salary, he would add to the number of his concubines and to the frequency of his intercourse with famous dancing and singing girls.

Falerii was almost the only one of the Etruscan cities which had assisted Veii, and she was now exposed single-handed to the vengeance of the Romans. It is related that, when Camillus appeared before Falerii, a schoolmaster of the town treacherously conducted the sons of the noblest families into the Roman camp, but that Camillus, scorning the baseness of the man, ordered his arms to be tied behind him, and the boys to flog him back into the town; whereupon the inhabitants, overcome by such generosity, gave up their arms, and surrendered to the Romans (B.C. 394).
