It usually happens when the male of any species is killed during the breeding season, that the female soon procures another mate. There are, most likely, always a few unmated birds of both sexes, within a given range, and through these the broken links may be restored. Audubon or Wilson, I forgot which, tells a pair of fish-hawks, or ospreys, that built their nest in an ancient oak. The male was so zealous in the defence of the young that it actually attacked with beak and claw a person who attempted to climb into his nest, putting his face and eyes in great jeopardy. Arming himself with a heavy club, the climber felled the gallant bird to the ground and killed him. In the course of a few days, the female had procured another mate. But naturally enough the step-father showed none of the spirit and pluck in defence of the brood that had been displayed by the original parent. When danger was nigh, he was seen afar off, sailing around in placid unconcern.

On October 25th we went down first the Limao rapid, and then the Burbure rapid. The river was beautiful all along, with low hills on both sides. We eventually arrived at Pimental, a fiendishly hot, steamy, unhealthy place, where across a streamlet was a station for the transhipment of rubber. The place was on low ground, which became inundated at high water. Another station was built some 200 m. off on high ground, which was used as a winter station. The second station was at the beginning of an excellent mule track which Col. Brazil had cut as far as a place lower down the river called Bella Vista, a distance of some 20 kil. He had imported at much expense a number of mules for the service. All the rubber was conveyed from that spot on mule-back, as between Pimental and Bella Vista was a dangerous rapid, on which many boats had been lost.

The predominance of the greater powers could be secured either by the representatives having multiple votes, according to the population represented, or by some sort of proportional representation. Each power could appoint its representatives through its Foreign Office or by whatever other means it thought fit. They could as conveniently be elected by a legislature or a nation. And such a body would not only be of enormous authority in the statement, interpretation, and enforcement of treaties, but it could also discharge a hundred useful functions in relation to world hygiene, international trade and travel, the control of the ocean, the exploration and conservation of the world's supplies of raw material and food supply. It would be, in fact, a World Council.
