In the Treaty of Berlin after the Russo-Turkish war of 1877 a congress, in which all of the Great European powers participated, most emphatically affirmed that Turkey was responsible to Europe for any complaints that the Balkan States might have against the Ottoman Government regarding the treatment of their connationals, still left under the Sultan. At the same time the Balkan States received due warning regarding their dealings with Turkey, and were made to take a pledge that whenever they had troubles with the Porte the powers and not themselves were to be the arbiters. All the world knows how Turkey, by constant wire-pulling, secured immunity from Europe for not fulfilling the obligations incumbent on her by the Treaty of Berlin, and how one of the Balkan States, namely, Greece, was left alone and unprotected, to be chastised by Turkey in 1897 for not leaving to the powers the settlement of the Cretan question which had brought about the war.

The real question, however, as to the substantial underlying identity between the language of the lower animals and our own, turns upon that other question whether or no, in spite of an immeasurable difference of degree, the thought and reason of man and of the lower animals is essentially the same. No one will expect a dog to master and express the varied ideas that are incessantly arising in connection with human affairs. He is a pauper as against a millionaire. To ask him to do so would be like giving a streetboy sixpence and telling him to go and buy himself a founder's share in the New River Company. He would not even know what was meant, and even if he did it would take several millions of sixpences to buy one. It is astonishing what a clever workman will do with very modest tools, or again how far a thrifty housewife will make a very small sum of money go, or again in like manner how many ideas an intelligent brute can receive and convey with its very limited vocabulary; but no one will pretend that a dog's intelligence can ever reach the level of a man's. What we do maintain is that, within its own limited range, it is of the same essential character as our own, and that though a dog's ideas in respect of human affairs are both vague and narrow, yet in respect of canine affairs they are precise enough and extensive enough to deserve no other name than thought or reason. We hold moreover that they communicate their ideas in essentially the same manner as we do--that is to say, by the instrumentality of a code of symbols attached to certain states of mind and material objects, in the first instance arbitrarily, but so persistently, that the presentation of the symbol immediately carries with it the idea which it is intended to convey. Animals can thus receive and impart ideas on all that most concerns them. As my great namesake said some two hundred years ago, they know "what's what, and that's as high as metaphysic wit can fly." And they not only know what's what themselves, but can impart to one another any new what's-whatness that they may have acquired, for they are notoriously able to instruct and correct one another.

Now there is a hard and bitter fact of life, very different from the story of the fenland. I am not going to argue about it or discuss it, because to trace the threads of it back into life entangles one at once helplessly in a dreadful series of problems: namely, how it comes to pass that a calamity, grievous and intolerable beyond all calamities in its pain and sorrow and waste, a strife abhorred and dreaded by all who are concerned in it, fruitful in every shade of misery and wretchedness, should yet have come about so inevitably and relentlessly. No one claims to have desired war; all alike plead that it is in self-defence that they are fighting, and maintain that they have laboured incessantly for peace. Yet the great mills of fate are turning, and grinding out death and shame and loss. Everyone sickens for peace, and yet any proposal of peace is drowned in cries of bitterness and rage. The wisest spend their time in pointing out the blessings which the conflict brings. The mother hears that the son she parted with in strength and courage is mouldering in an unknown grave, and chokes her tears down. The fruit of years of labour is consumed, lands are laid desolate, the weak and innocent are wronged; yet the great war-engine goes thundering and smashing on, leaving hatred and horror behind it; and all the while men pray to a God of mercy and loving-kindness and entreat His blessing on the work they are doing.
